ABOUT THE AUTHOR H.R. BHARDWAJ, as Law Minister under Prime Minister Rajiv Gandhi, earned a reputation as a crusader for improvement in the judicial infrastructure and computerisation of law courts. The wide experience Bhardwaj had as a leading lawyer on criminal side of the Delhi Bar stood him in good stead when he decided to defend Mrs Indira Gandhi, Bansi Lal and Sanjay Gandhi in the special courts set up by the Morarji Desai Government in 1978. The author served as a senior standing counsel for the State of Uttar Pradesh which position he gave up on being elected to the Rajya Sabha in 1982 from the State of Madhya Pradesh. In 1985, he was appointed as Minister in the Ministry of Law and Justice and served in that capacity till 1989. He was inducted as member of the Union Council of Ministers in 1991 and was allotted Independent charge of the Ministry of Planning and Programme Implementation. He was shifted to the Ministry of Law, Justice and Company Affairs in 1992 directly under Prime Minister P. V. Narasimha Rao and served till 1996. He was elected to Rajya Sabha again in April 2000 to his fourth successive term. Dr H.R. Bhardwaj was Governor of Karnataka between 2009 to 2014.
