On the Gandhi Jayanti Day of 2020, the state of Kerala has completed two and a half decades of participatory planning and decentralized governance. During its long and fruitful journey, the new generation Panchayati Raj Institutions and other self governing institutions had travelled a long way with its remarkable achievements in participatory planning and governance process, which had evoked genuine interest from the theoreticians and practitioners of decentralization. When the 25th anniversary was approaching, the authors felt that it would be a pleasant experience to highlight the strategies, strength and weaknesses of people's participation in the decentralization process and to draw lessons for the future. Certainly quarter a century is an enough period to assess the achievements, to evaluate on the lost opportunities as well as the challenges ahead.
Keeping this in background an attempt has been made in this handy volume to present a detailed picture of the electoral history of grassroots democracy in Kerala from 1953 to 2015.
